The Driver and Vehicle Licensing Agency (DVLA) has updated the administrative procedures for motor traders registering vehicles on behalf of customers. The refresh, which came into effect on 22 September 2026, focuses on form V959—the official notification used by dealers to certify they have verified a buyer’s identity.
The V959 form serves as a crucial link in the vehicle registration process, particularly when a dealer is handling the paperwork for a new vehicle (using form V55/4) or a used or imported vehicle (using form V55/5). By completing this certification, the motor dealer confirms they have seen valid proof of the registered keeper’s name and address, ensuring the details on the DVLA database are accurate and reducing the risk of identity fraud.
