The UK is set to join a major European ocean monitoring programme to bolster coastal protection as meteorologists warn of a record-breaking El Niño winter. Environment Secretary Angela Eagle will today, 23 September 2026, officially announce Britain’s membership in the €92 million (£78 million) OceanEye initiative.
The move comes as part of a strategic shift by Prime Minister Andy Burnham, who took office in July 2026, to restore closer scientific and environmental ties with the European Union. The partnership will see the Met Office share expanded datasets with European counterparts to track rapid changes in sea levels and water temperatures.
Creating a ‘digital twin’ of the sea
Launched by the European Commission in June 2026, OceanEye aims to create a “digital twin” of the ocean—a highly detailed virtual model that allows scientists to simulate and predict the impact of climate events with unprecedented accuracy. By joining the programme, UK researchers will gain access to a vast pool of real-time observation data that was previously limited.
The urgency of the agreement is underscored by a “supersize” El Niño event. The Met Office has confirmed that the 2026 El Niño has already exceeded all previous observational records and is expected to reach its peak in November.
The record-breaking phenomenon is predicted to bring a particularly wet and stormy winter to the British Isles.
Coastal resilience and flood planning
The integration into OceanEye is viewed as a significant step in restoring international scientific collaboration. While the programme is a European-led initiative, the inclusion of the UK creates a network aimed at understanding the Atlantic Ocean’s increasingly volatile behaviour.
The government has not yet specified the exact funding allocation from this new data pool for specific coastal defence projects, but the partnership ensures that engineering decisions are based on the most advanced maritime modelling available in Europe.
