A significant update to the UK’s Customs Declaration Service (CDS) has been completed following a scheduled maintenance window that concluded on Sunday morning. HM Revenue and Customs (HMRC) implemented Release 5.3.0, introducing 31 new validation rules that could lead to the rejection of customs declarations if businesses do not comply with the new technical requirements.
The maintenance, which was described as longer than the typical Saturday evening updates, ran from 19:00 on Saturday 26 September until 08:30 on Sunday 27 September 2026.
Immediate action required for pre-lodged declarations
The most pressing issue for traders and customs agents concerns pre-lodged declarations. Any declarations submitted before the update for goods arriving in the UK on or after 26 September 2026 may now be at risk of rejection.
If these pre-lodged submissions do not meet the new 5.3.0 validation criteria, the system may automatically refuse them when the goods arrive and the declaration is activated. Businesses are advised to review all pending declarations to ensure they align with the updated standards to avoid potential delays at the border.
What has changed in Release 5.3.0?
The latest version of the CDS incorporates 31 specific validation changes. These adjustments primarily affect how data is entered and verified within the system to ensure higher accuracy in customs reporting. The new rules focus on several key areas:
- Currency and Document Codes: Stricter validation for financial data and the categorisation of supporting paperwork.
- Goods-Location Codes: Updated requirements for identifying exactly where goods are situated during the customs process.
- Northern Ireland Requirements: Specific adjustments to data fields to ensure compliance with Northern Ireland-specific trade protocols.
- Vaping Products Duty: The update incorporates new data fields required for the Vaping Products Duty, reflecting recent legislative changes.
While minor updates to the CDS are frequent, this release is significant due to the volume of new validation rules being introduced at once. Traders who encounter unexpected errors are encouraged to verify that their customs software is fully compatible with Release 5.3.0 and that all updated codes are being used correctly.
