Brighton & Hove City Council has launched a public consultation on plans to permanently relocate a bus stop on New Church Road in Hove, a move that would require the removal of several parking spaces.
The proposal concerns the eastbound “Westbourne Villas” stop, which was moved on a temporary basis on 1 May 2026. If approved, the stop will remain at its current location outside the Hove Museum of Creativity at 19 New Church Road, rather than returning to its original position.
The initial relocation followed safety and security advice from Sussex Police. According to council documents, the shift was implemented as an urgent measure after concerns were raised by the BNJC regarding the proximity of the stop to their premises.
Impact on local parking
To accommodate the permanent infrastructure for the bus stop at the new site, the council intends to remove shared permit and paid parking bays along the stretch of road between Pembroke Avenue and Pembroke Gardens.
The proposal is being managed under the Brighton and Hove Various Controlled Parking Zones Consolidation Order 2024 Amendment Order No. 202 (Ref: TRO-19-2026). While the council has not specified the exact number of parking slots to be lost, the designated area currently provides parking for both residents with permits and pay-and-display visitors.
The safety concerns of the BNJC and police advice form the basis of the proposal.

Members of the public have until 9 October 2026 to submit their views, support, or objections regarding the permanent relocation and the associated parking changes.
Objections must be made in writing and include the grounds on which they are made. Submissions can be sent via email to TROComment@brighton-hove.gov.uk or by post to the TRO Team at Hove Town Hall, Norton Road, Hove, BN3 3BQ.
The council will review all feedback following the 9 October deadline before a final decision is made on whether to proceed with the permanent Traffic Regulation Order.
